URGING UNIVERSAL ACTION TO END AIDS, 22,000 ASSEMBLE IN MEXICO CITY FOR START OF THE XVII INTERNATIONAL AIDS CONFERENCE

Human Rights, Gender Issues, and the Strengthening of Health Systems Among the Top Issues at First International AIDS Conference Held in Latin America

Mexico City [3 August 2008] - The XVII International AIDS Conference (AIDS 2008) opens today, with scientists, community and political leaders urging resolute action and commitment on the part of all stakeholders.

"AIDS 2008 is taking place at a unique moment in the epidemic, when there is widespread consensus on the urgency of ensuring universal access to HIV prevention, treatment, care and support by 2010," said AIDS 2008 International Co-Chair Dr. Pedro Cahn, President of the International AIDS Society (IAS) and Fundación Huésped in Buenos Aires, Argentina. "What we now need is action on the part of all stakeholders. As we gather in Mexico, each of us must ask ourselves: What can I do to end AIDS? In 2008, there are no longer bystanders in this global struggle," he added.

In 2005, world leaders acting through the United Nations committed to the goal of providing universal access to HIV prevention, treatment, care and support to all those in need by 2010. AIDS 2008 is a collective opportunity to evaluate progress towards this goal and identify strategies for accelerating prevention and treatment scale up. Central to these deliberations will be a discussion of how specifically to tackle the underlying drivers of HIV risk and vulnerability - including gender inequality, human rights violations and HIV-related stigma and discrimination. Another major topic to be explored is the importance of strengthening overall health systems in poor countries.

Sunday, 3 August Opening Session
The week-long event begins on Sunday, 3 August, with welcoming remarks by the AIDS 2008 Co-Chairs and an official opening from Mexican President Felipe Calderón Hinojosa. It will also feature an address by United Nations Director-General Ban Ki-moon, representing his first International AIDS Conference since being appointed in 2006. Other major leaders participating in the Opening Session include: Prime Minister of St. Kitts and Nevis, Denzil Douglas; Former President of Bostwana, Festus Mogae; First Vice President of Spain, María Teresa Fernández de la Vega; Mexico's Secretary of Health, José Ángel Córdova Villalobos; UNAIDS Executive Director Peter Piot; and World Health Organization Director-General Margaret Chan.

The Opening Session will also feature remarks by Ms. Mony Pen, a community activist and advocate for HIV-positive women globally and in Cambodia, and 13-year old youth advocate, Keren Dunaway Gonzales. Since a very young age, Miss Gonzales has spoken publicly about her HIV status in an effort to reduce HIV stigma and discrimination in her home country of Honduras, as well as internationally.

"Today's inspiring panel of Opening Session speakers - representing individuals living with HIV, as well as some the world's most powerful political figures - symbolizes the unique feature of this conference: to bring together the many diverse participants engaged in and leading the global response to HIV," said AIDS 2008 Local Co-Chair Dr. Luis Soto Ramírez, Head of the Molecular Virology Unit at the Instituto Nacional de Ciencias Médicas y Nutrición Salvador Zubirán and Coordinator of the Clinical Care Committee of CONASIDA, Mexico's National AIDS Council. "Mexico is honored to host this seminal event and to welcome the International AIDS Conference to Latin America for the very first time."

AIDS 2008 Scientific Programme
Over 5,000 abstracts - including 103 late breaker abstracts - will be presented at the conference, selected from the more than 10,600 submissions (another 2,742 abstracts will appear in the CD-ROM only). The full text of all accepted abstracts is available through a searchable database on the AIDS 2008 website.

Among the many issues to be explored through the AIDS 2008 Scientific Programme are: the long-term impact of antiretroviral treatment on brain function; analyses of heart attack risk in patients taking antiretrovirals; the emergence of HIV resistance; and new studies on the relative efficacy of various treatment regimens. Other timely research topics include: recent experience with so-called task shifting, or the use of non-physicians and other medical personnel to provide HIV care in areas with acute physician shortages; the current status of HIV vaccine and microbicides research; how best to approach HIV prevention in both generalized and concentrated epidemics; the use of antiretroviral therapy as a prevention strategy; and the legal and ethical implications of laws to criminalize HIV transmission.

Special Sessions to Highlight Key Issues, Regional Responses
Throughout the week, a number of Special Sessions will highlight key issues. On Monday, the session, HIV/AIDS and Health System Reform: Achieving Universal Coverage, will feature former US President Bill Clinton and Julio Frenk, of the Carso Institute and the Bill & Melinda Gates Foundation. A session on Tuesday will feature a report back from Living 2008: The Positive Leadership Summit, a pre-conference by and for people living with HIV. In the Wednesday session, Looking to the Future-the Epidemic in 2031 and New Directions in AIDS Research, Anthony Fauci, Director of the US National Institute of Allergy and Infectious Diseases, and UNAIDS Executive Director Peter Piot will speak about the future of AIDS research and the global response, with additional remarks by three community activists from the US, South Africa and Indonesia. On Thursday, a panel of five national AIDS ambassadors will discuss the status of political leadership and accountability for universal action. Other Special Sessions will explore evidence-based approaches to addressing stigma and discrimination; HIV travel restrictions; health systems strengthening; operations research; HIV prevention; and the global financial architecture for HIV/AIDS. Additional sessions will explore strategies to address the needs of children at risk for and living with HIV, as well as the need for the integration of HIV and sexual and reproductive health services.

In addition, for the first time, the conference will offer six region-specific sessions. Each session will feature a range of experts who will help frame a discussion of key issues facing that particular region.

Programme Activities
Open to conference delegates and the general public, the AIDS 2008 Global Village is a space to share knowledge and skills, build coalitions, and promote interactive learning among communities living with and affected by HIV/AIDS. Established in 2004, the Youth Programme empowers young people by encouraging youth - including youth living with HIV - to help plan, participate in and benefit from the conference (visit www.youthaids2008.org for more information). Under the theme Culture in Action, the AIDS 2008 Cultural Programme will showcase the relationship between AIDS, art and culture. Conference Hubs - A New Feature of AIDS 2008
In an effort to expand participation to many who cannot travel to Mexico City, organizers will transmit proceedings to communities around the world through a network of conference hubs. Hubs will feature live and taped feeds of many conference sessions and some will also include moderated discussions. More than 100 hubs in 40 countries are registered, with a capacity of more than 9,500 participants. An Official Hub will be held at the Nelson Mandela School of Medicine at the University of KwaZulu Natal in Durban, South Africa. All others are independent and will be hosted by nongovernmental organizations, hospitals, universities and government agencies.

INSTANDO A LA ACCIÓN UNIVERSAL PARA TERMINAR CON EL SIDA, 22,000 PARTICIPANTES SE REUNEN EN LA CIUDAD DE MÉXICO PARA DAR COMIENZO A LA XVII CONFERENCIA INTERNACIONAL SOBRE EL SIDA

Los Derechos Humanos, las Cuestiones de Género y el Fortalecimiento de los Sistemas de Salud se Destacan entre los Temas más Importantes de la Primera Conferencia Internacional sobre el SIDA realizada en América Latina

Ciudad de México [3 de agosto de 2008] - La XVII Conferencia Internacional sobre el SIDA (AIDS 2008) se inaugura hoy con científicos, líderes comunitarios y políticos llamando a la acción resolutiva y a aumentar el compromiso de todas las partes involucradas.

"AIDS 2008 está teniendo lugar en un momento único de la epidemia ya que existe un consenso generalizado sobre la urgencia de asegurar el acceso universal a la prevención, el tratamiento, el cuidado y el apoyo del VIH en el 2010", dijo el Co-Presidente Internacional de AIDS 2008, Dr. Pedro Cahn, Presidente de la Sociedad Internacional de SIDA (IAS) y de la Fundación Huésped en Buenos Aires, Argentina. "Necesitamos la acción de todas las partes involucradas. En nuestra reunión en México, cada unos de nosotros debe preguntarse: ¿Qué puedo hacer yo para terminar con el SIDA? En 2008, ya no hay meros espectadores en esta lucha mundial", agregó.

En 2005, los líderes del mundo, a través de las Naciones Unidas, se comprometieron con el objetivo de brindar acceso universal a la prevención, el cuidado, el tratamiento y el apoyo del VIH para todas las personas que lo necesiten en 2010. AIDS 2008 es una oportunidad colectiva para evaluar los avances en relación a este objetivo e identificar las estrategias para acelerar la expansión de la prevención y el tratamiento. Un aspecto central para estas deliberaciones será discutir sobre la manera de atacar específicamente a los principales conductores del riesgo y la vulnerabilidad frente al VIH -incluyendo la desigualdad de género, las violaciones de los derechos humanos y el estigma y la discriminación asociados al VIH. Otro tema fundamental a explorar es la importancia de fortalecer los sistemas de salud en general en los países pobres.

Domingo 3 de agosto, Sesión de Apretura
Este evento semanal comienza el domingo 3 de agosto con las palabras de bienvenida de los Co-Presidentes de AIDS 2008 y la apertura oficial a cargo del Presidente de México Felipe Calderón Hinojosa. También brindará su mensaje el Secretario General de la Organización de las Naciones Unidas, Ban Ki-moon, que participa en su primera Conferencia Internacional sobre el SIDA desde su asunción en 2006. Otros importantes líderes que participarán en la Sesión de Apertura incluyen al Primer Ministro de San Cristóbal y Nieves, Denzil Douglas; al Ex Presidente de Bostuana, Festus Mogae; a la Vicepresidenta Primera de España, María Teresa Fernández de la Vega; al Secretario de Salud de México, José Ángel Córdova Villalobos; al Director Ejecutivo de ONUSIDA, Peter Piot; y a la Directora General de la Organización Mundial de la Salud, Margaret Chan.

La Sesión de Apertura contará también con los comentarios de la Sra. Mony Pen, activista por los derechos de las mujeres VIH positivas en todo el mundo y en Camboya y de Keren Dunaway Gonzáles, una activista de la juventud de 13 años. Desde muy temprana edad, la Srta. Gonzáles ha hablado públicamente sobre el estigma y la discriminación asociados al VIH tanto de Honduras, su país de origen, como a nivel internacional.

"El motivante panel de oradores de la Sesión de Apertura de hoy - que representa a las personas que viven con VIH y a algunas de las figuras políticas más importantes del mundo- sintetiza una característica única de esta conferencia: el reunir a diversos participantes comprometidos y que lideran la respuesta frente al VIH" dijo el Co-Presidente local de AIDS 2008, Dr. Luis Soto Ramírez, Jefe de la Unidad de Virología Molecular del Instituto Nacional de Ciencias Médicas y Nutrición Salvador Zubirán y Coordinador del Comité de Cuidado Clínico de CONASIDA, Consejo Nacional de SIDA de México. "México se honra en ser anfitrión de este seminal evento y en darle la bienvenida a la Conferencia Internacional sobre el SIDA a América Latina por primera vez".

Programa Científico de AIDS 2008
Durante la conferencia se presentarán más de 5,000 resúmenes - incluyendo 103 resúmenes de última hora - seleccionados de entre más de 10,600 presentaciones (otros 2,742 resúmenes aparecerán solamente en el CD-ROM). El texto completo de todos los resúmenes aceptados estará disponible a través de una base de datos navegable en el sitio Web de AIDS 2008.

Entre muchas otras cuestiones que explorará el Programa Científico de AIDS 2008 se encuentran: el impacto a largo plazo del tratamiento antirretroviral en el funcionamiento cerebral; el análisis de riesgo cardíaco en pacientes que toman antirretrovirales; la emergencia de la resistencia ante el VIH; y los nuevos estudios sobre la eficacia relativa de varios regímenes de tratamiento. Otros temas actuales de investigación incluyen: las experiencias recientes en el llamado cambio de tareas o el uso de personal no médico para proveer de cuidado del VIH en áreas que sufren escasez aguda de médicos; el estatus de la investigación de la vacuna del VIH y los microbicidas hoy en día; cómo abordar la prevención del VIH tanto en las epidemias concentradas como en aquellas generalizadas; el uso de la terapia antirretroviral como estrategia de prevención; y las implicaciones éticas y legales de las leyes que criminalizan la transmisión del VIH.

Sesiones Especiales para Destacar Cuestiones Clave, Respuestas Regionales
A lo largo de toda la semana una cantidad de sesiones harán hincapié en diferentes temas clave. El lunes, la sesión VIH/SIDA y la Reforma de los Sistemas de Salud: Lograr la Cobertura Universal, contará con la presencia del ex Presidente norteamericano Bill Clinton y la de Julio Frenk del Instituto Carso de Salud y de la Fundación Bill & Melinda Gates. Una sesión, el martes, presentará un reporte de la pre-conferencia de y para las personas que viven con VIH, Living 2008: The Positive Leadership Summit. En la sesión del miércoles, Mirando hacia el Futuro de la Epidemia-la Epidemia en 2031 y Las Nuevas Direcciones en la Investigación del SIDA, Anthony Fauci, el Director del Instituto Nacional de Alergias y Enfermedades Infecciosas de los Estados Unidos y el Director Ejecutivo de ONUSIDA, Peter Piot, se referirán al futuro de la investigación del SIDA y de la respuesta global, y tres activistas comunitarios provenientes de los Estados Unidos, Sudáfrica e Indonesia realizarán comentarios adicionales. El jueves, un panel de cinco Embajadores nacionales para el SIDA discurrirán a propósito del estado del liderazgo político y de la responsabilidad relativa a la acción universal. Otras Sesiones Especiales explorarán los abordajes basados en la evidencia para enfrentar el estigma y la discriminación; las restricciones de viaje relacionadas con el VIH; el fortalecimiento de los sistemas de salud; la investigación operativa; la prevención del VIH; y la arquitectura financiera mundial del VIH/SIDA.

Otras sesiones tratarán las estrategias dirigidas a las necesidades de los niños que están en riesgo de contraer VIH y de aquellos que viven con el virus, así como la necesidad de integrar los servicios de salud sexual y reproductiva y de VIH.

Además, la conferencia ofrecerá por primera vez seis sesiones regionales específicas. Cada sesión contará con un grupo de expertos que ayudará a encuadrar la discusión sobre las cuestiones clave que enfrenta cada región en particular.

Actividades de Programa
La Aldea Global de AIDS 2008 estará abierta a todos los delegados de la conferencia y al público en general y será un espacio para compartir conocimientos y habilidades, crear coaliciones y promover el aprendizaje interactivo entre las comunidades viviendo con o afectadas por el VIH/SIDA. El Programa de la Juventud, establecido en 2004, empodera a la juventud -inlcluyendo a las/os jóvenes que viven con VIH- alentándola a planificar, participar y beneficiarse de la conferencia (visite www.jovenesaids2008.org para más información). Bajo el tema Cultura en Acción, el Programa Cultural de AIDS 2008 se centrará en las relaciones entre el SIDA, el arte y la cultura. Centros Paralelos de Debate - Una novedad de AIDS 2008
En un esfuerzo por expandir aún más la participación de las personas que no pueden viajar a la Ciudad de México, los organizadores transmitirán las acciones a las comunidades del mundo mediante una red de centros de debate paralelo de la conferencia. Los mismos presentarán contenidos en vivo y grabados relacionados con muchas sesiones de la conferencia, incluyendo también discusiones coordinadas por moderadores. Se han registrado más de 100 centros de debate pararelo en 40 países, con una capacidad de más de 9,500 participantes. Habrá un Centro de Debate Paralelo Oficial en la Escuela de Medicina Nelson Mandela en la Universidad de KwaZulu Natal en Durban, Sudáfrica. Todos los otros centros paralelos de debate son independientes y serán organizados por ONGs, hospitales, universidades y agencias de gobierno
