Key Populations Officer

Duties and Responsibilities:

Under the direction of the Global Advocacy Manager, and in close collaboration with other programme staff, the Key Populations Officer is responsible for ensuring that all GNP+ work reflects the needs of key populations, supporting global networks of key populations and supporting the strengthening of the Y+ network.

The ideal candidate will be highly self-motivated, competent in at least one HIV-related specialisation, well organised, collegial and able to work quickly and effectively under pressure both independently and as a member of a team. S/he must have a demonstrated commitment to working to improve the quality of life of people living with HIV and strengthening the level of meaningful engagement of people living with HIV in the design and implementation of policies and programmes.

GNP+ is looking for expertise in the following areas:

  • Key populations and human rights
  • Evidence-based advocacy
  • Participatory research
  • Programme management and implementation, including monitoring and evaluation

The Key Populations Officer will be expected to undertake the following duties:

  • Collaborate with the Global Advocacy, Knowledge Management and Community Development teams to ensure that GNP+'s methodologies and content recognize and are tailored towards key populations of people living with HIV, including women, adolescents and young people;
  • Convene the Key Populations Living with HIV Advisory Group meetings;
  • Support networks of people living with HIV to identify and engage with key populations of people living with HIV in their own communities;
  • Support key populations of people living with HIV in their policy and programmatic work;
  • Review evidence from data gathered by PLHIV from the lens of key populations of people living with HIV and develop joint policy positions with key population networks;
  • Implement GNP+ programmes for key populations living with HIV and young people (e.g. Y+ fellowship and internship, Bridging the Gaps, Y+ Leadership Initiative, among others );
  • Collaborate with key population networks and other organisations to advance advocacy priorities of key populations living with HIV (e.g. sexual reproductive health and rights, access to hepatitis C treatment, among others);
  • Contribute to the strengthening of the Y+ network, including support for the convening of the Y+ Steering Committee members and for the development of strategies and plans.
  • Provide technical support to the Y+ Steering Committee members to ensure they are able to meaningfully engage in global and regional policy spaces.
  • Ensure that GNP+'s advocacy is relevant to the needs and priorities of young people living with HIV;
  • Support the participation of key populations living with HIV in global policy spaces and at key events;
  • Monitor developments regarding key populations living with HIV globally and ensure GNP+ responds as appropriate (through joint press releases, sign-on letters, emails, etc).

Education and Experience

The ideal candidate will possess an advanced degree or equivalent expertise in research, public health, social sciences, law, international relations or another relevant field and have a minimum of 3 to 5 years working experience, of which 3 years would be in the field of HIV and programme management.

Remuneration/Contract

Based on professional background and experience, the indicative annual salary is negotiable, depending on qualifications and experience and subject to deductions of contributions to the Pension and Health Insurance Schemes. Other benefits include a generous benefit package and a flexible work environment. The initial contract is for a fixed term of one year, with possibility of negotiating an extension.

GNP+ reserves the right, at its discretion, not to make any appointment to this vacancy, to make an appointment at a lower grade, in particular, if the selected candidate has less than the qualifications required or to make an appointment with a modified job description or for a shorter duration than indicated above. GNP+ reserves the right to undertake correspondence only with short-listed candidates.

NOTE: If the position is to be based in Amsterdam, the government of The Netherlands requires that GNP+ solicit first from the EU common market. If no candidate is found from the EU, candidates outside of the EU may be asked for an interview. If the successful candidate of this selection process is from outside the EU, GNP+ will do everything within its power to support the application of a work permit for the candidate. However, the final decision is that of the government of The Netherlands and is outside of GNP+'s control.
