RIO DE JANEIRO, July 31, 2026 — Elise Lankiewicz, amfAR Senior Policy Associate, accepted the Impact Award from the Journal of the International AIDS Society presented on the final day of the 2026 International AIDS Conference. The Impact Award recognizes high-impact publications from the International AIDS Society’s journal; Lankiewicz and co-lead author Alana Sharp won for a February 2025 publication: “Early impacts of the PEPFAR stop-work order: a rapid assessment.”

Their publication was an early snapshot of damage done to PEPFAR (the U.S. President’s Emergency Plan for AIDS Relief), following a January 20, 2025 Executive Order that froze all U.S. foreign assistance for 90 days. Lankiewicz presented the PEPFAR Pulse Study, further analysis of PEPFAR’s damaged operations, in an oral session at this year’s conference.

Elise Lankiewicz, amfAR Senior Policy Associate:
“I’m honored to receive the Impact Award on behalf of a broad coalition of experts who’ve spent the past year trying to ensure a transition from foreign assistance to a locally owned HIV response is done safely.

“This early work grew into the PEPFAR Pulse Study, and presenting its findings here this week is a reminder that the need for this evidence hasn’t gone away. If the transition to a locally owned HIV response is going to succeed, we need to understand what’s been lost, what’s been preserved, and what implementing partners need to keep services running.”

Kyle Clifford, amfAR CEO:
“amfAR’s Policy Office was founded on a simple, yet significant, principle: that without access to high quality data and analyses, our leaders cannot make informed, cost-effective policies to keep people healthy and end AIDS as a public health threat. The JIAS Impact Award shows that analysis out of our Policy Office remains the gold standard for public health policy.”
